This is not true, the EU is not allowed by law to conduct any formal negotiations on a trade deal until after the UK has left.
Even if the UK left on the 31st there’s a mantate that the 27 EU countries have to agree to from that point. This means negotiations couldn’t even start for about 6 weeks.
Then when the process starts, it takes years, whereas Javid claimed it would be complete by the end of the year.
