Based on the Conservative manifesto, and statements since, this may be true but is a bit of an exaggeration and worded strongly.
The Conservatives outlined their proposed changes to the Human Rights Act. You suspect these would be on the side of “watering down”, to use Jo Swinson’s words. But nothing has actually been proposed.
