Full Fact says:

“There are lots of different ways of measuring homelessness, and none of them give a full picture. But according to all the evidence we’ve seen, this is almost the exact opposite of what has happened.”

Mr Javid’s team did contact Channel 4 fact check to say he meant it peaked in 2003. Homelessness fell to about half from 2003-2010, when Labour were in government. Since then it has risen slightly.
