“Real difficulties” is too strong here. There are a couple of isolotated cases sited by the Conservative Party but they don’t seem to back up Boris Johnson’s claim.

State aid is about subsidising services that are necessary but that might not make money. Transport for school children and the disadvantaged is covered by this.
